The Former President's Woke Alarm Overlooks The Continent's True Danger: Economic Decline.

Donald Trump's national security strategy presents a flawed assessment of Europe. The document asserts that open-border policies and so-called "woke" agendas pose an existential risk to the continent's identity. However, this argument is based on a fundamental misreading of the situation. The true challenge facing the EU is not cultural but economic and technological backwardness.

A Glaring Growth Divide Between the US and Europe

The data paint a sobering picture. From 2008 and 2023, US GDP grew by 87%, while a paltry 13.5% growth for the European Union. Over this time, EU GDP per capita fell from over three-quarters to just half of the US level. Strikingly, even the poorest US state now has a higher per capita income than several leading EU nations like France and Italy.

Today, roughly 50% of the world’s top fifty technology firms are US-based, while only four are European.

The Innovation Shortfall: The Core Question

This widening economic gap stems from stronger productivity growth in the US, largely due to breakthroughs and higher total factor productivity. The landscape of global tech leadership is overwhelmingly US-centric. In the last fifty years, hundreds of American startups have grown into companies valued at over ten billion dollars, compared with only fourteen in Europe.

This disparity prompts a vital question: As the competition for tomorrow's sectors like semiconductors, AI, and quantum computing, where does the EU positioned? Experts widely agree it is largely a contest between two involving the US and China, with European nations starting at a significant disadvantage.

Root Causes of the Continent's Innovation Gap

Several key reasons explain this technological divide.

  • Venture Capital: The US boasts a far deeper and more dynamic network for funding startups. The EU still lacks a true capital markets union, which limits the scale of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented rules hinder Europe. A US startup can introduce a service under a single regulatory framework to access a market of hundreds of millions. The European Union, despite a larger population, is split among twenty-seven different national systems, creating significant market obstacles.
  • Cultural Attitudes: Attitudes toward risk-taking differ sharply. In parts of Europe, a startup's collapse was once met with penalties, whereas in the US, it is often seen as a valuable lesson.
  • Defense Spending: The US benefits from a deeply integrated academic-military-industrial complex. Europe's long-term lack of spending in military capabilities has weakened its ability in breakthrough innovation.

A Path Forward: Grounds for Cautious Optimism

Despite these hurdles, there are causes for optimism. European leaders are growing more conscious of the existential challenge and have started to advance substantial change. Key analyses on European competitiveness and the single market highlight the necessity of sweeping reforms.

With the right incentives and rule changes, these assets might enable much higher levels of business-led breakthroughs.

Europe still possesses considerable strengths: high-quality human capital, excellent schools and universities, and premier labs. Alongside a large internal market and substantial household savings, these foundations could trigger a new wave of venture creation.

Crucially, even if the EU does not take the lead in developing next-generation tech, it can still significantly increase productivity by adopting and adapting innovations from other regions.

An Inflection Point

Europe now faces a critical crossroads. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, Europe's technological decline has been steady. However, if it fails to take decisive action to tackle its structural weaknesses, today's slow erosion could give way to a sudden and irreversible decline in world influence.
